On 1 August 2023, the mayor of the city of Huaquillas — located in El Oro province near Ecuador’s border with Peru — declared a 60-day state of emergency in response to a recent increase in violent crime. While the state of emergency is in effect, the local Citizen Security Committee and the cantonal Emergency Operations Committee will merge to increase the capability of the Hauaquillas Prosecutor’s Officer to investigate crimes and pursue suspected criminals. Local authorities have also urged the Ecuadorian government to deploy additional security personnel to the city to support law enforcement officers. Out of the 341 killings reported in El Oro province from 1 January to 31 July, 92 were registered in Huaquillas.
