On 5 October 2023, President Dina Boluarte announced the expansion of the state of emergency and associated restrictions to Lima’s Cercado de Lima district in an effort to combat organized crime activity. The emergency measures now apply to Cercado de Lima, in addition to the San Juan de Lurigancho and San Martín de Porres districts — both of which have been under a state of emergency since 20 September. Boluarte also stated that emergency measures will seek to provide increased security to small businesses and tourists in Lima’s Historic Center. Constitutional rights related to freedom of assembly and movement will be restricted in all affected districts while the state of emergency remains in effect.
