On 26 September 2024, the Peruvian government announced a 60-day state of emergency in 12 districts of Lima and Callao in an effort to combat a significant increase in crime. The emergency declaration was prompted by a recent surge in extortion, contract killings, and kidnappings, which have been labeled as “urban terrorism.” The decree covers 12 districts in metropolitan Lima and the neighboring Callao province, including Ate, Villa El Salvador, Ancon, Puente Piedra, Carabayllo, Comas, Independencia, San Martin de Porres, Los Olivos, San Juan de Lurigancho, and Lurigancho Chosica and Ventanilla. Recently, bus drivers staged a protest in Lima to demand security after one of their colleagues was killed after refusing to pay money to a criminal gang. Since August 2024, at least four bus drivers have been killed by criminal groups involved in extortion.
