“Authorities expect thousands of people to gather for these events and to march along designated routes in multiple cities. Public gatherings have the potential to block traffic, disrupt transportation, and otherwise create obstacles to free movement and safety. The potential for violent incidents exists, even at public gatherings intended to be peaceful. Cell phone outages may occur. U.S. government personnel in affected areas are prohibited from non-essential travel on March 31, April 1, and April 5, 2024.”
